The Crown Prosecution Service is presented with
all the evidence the Police have gathered. They are the ones that
should decide if there is a case to answer, and that you are prosecuted
for the offence.
They have to take into account the likelihood
of winning the case, the public interest and to a point, cost.
Be prepared for the CPS to call family and friends
as witnesses if a case is pursued. You would probably be calling
them anyway, so it just saves you the bother.
